Smaller looking waist

Just wanted to hear some opinions on best way to reduce my waist size.

Firstly, bodyfat is currently 12.4%. Not great but for me its one of the lowest i've been and has consistently dropped over the last few months. I have a good V taper at the moment but it currently only starts from my belly button upwards then it goes straight down.

I'm currently running a recomp cycle of sarms. Coming into the 8th week gained about 7lbs and dropped 2% solid BF.

There is a lot of fat/water held on my love handles not much anywhere else. Abs are visible on good days otherwise just a small outline.

Now i'm just wanting to know if anyone could evaluate my options. Could it simply be improve my diet and work harder on my food choices or is it also exercising my mid section. Currently for ab workouts its very standard. I do dragon raises 3 sets 12-15 2 sets to failure. Situp mixed with side to side situps. These depend on how well my dragon raises go but I normally go for 20-30 situps then 50-60 side to side about 3-4 sets. Nothing good about it at all.

I would like to do a GW, SR9009, S4 cycle after PCT on my recomp but would rather try the normal way before going for a booster.

Hopefully someone here can give me a hint.

Best mid section I ever had was thru intense exercise, caloric restriction and 5 miles runs 6 days a week. Granted I was a tiny lil' bitch, but I had an 8 pack.
 
As stated diet, diet, diet. until I really hunkered down on it I couldn't see mine barely at all, for about 3 weeks straight I was super strict and way below my intake and ramped up cardio and they started coming out just before a party I was attending, Made it through the party and slacked on diet after for two weeks now and they are disappearing already, stubborn MFERS!!
