USPS moneysaver and the purchase of usps shipping labels (has anyone used it?)

This thread is a bit off-topic, but I couldn’t find another section for it here.
I’ve been using labels.vc/ for a month now, I buy shipping labels (usps priority) from them all the time to send sporting goods, supplements and other through usps inside usa, saving a lot. I have 2 questions:

1. has anyone of you here used sites like this?
2. are these sites legal? customer service assures me that they have official contracts with usps.

use paypal shipping. it saves you like 20%. and they are 100% legit

I use pirateship and sendle to ship items outside of the usa (canada, europe), it much a bit cheaper than paypal shipping.
buying shipping labels method saves a lot more than any other if you ship an item within the U.S..
