25% b/f is WAYYYY to high bud! 15% - is the minimum for a cycle. Look to SARMS and massive cutting before you make yourself an estrogen producing machine and toss a boat load of cash out the window. 10 years of lifting and 25% b/f doesnt make sense.

You have a decent base but can most likely make some significant changes with nutrition & training.

Post what you eat in a typical day. Keep in mind that if you don't eat meat then you have to compensate in other ways.

You have made a good foundation, but bodyfat is a little high right now. Before running your first steroid cycle, I recommend running a sarms cycle to help,you get into better condition and lose bodyfat. It's also going to help you break through that plateau and build muscle mass and strength as well.

After 10 years you are 25% BF.....that in itself shows you have been training/eating improperly

You are FAR from any "plateau"

The tough love is... you've not put in the work and are looking for a short cut with steroids

Steroids in your condition will hinder you... not help you

you need to cut down a lot before you even consider AAS
