It absolutely can cause excess water retention if you are dosing it too high. What type of creatine you use also affects the amount of water retention you'll encounter, since like RR said, all of us react respond differently. If you continue to see bloat on the type you are taking, try switching it up to a different form of creatine before totally abandoning it. You may just have to test the waters. Personally I can only take monohydrate form or I'll get a lot of water retention in my face/abs.
