There's no cut and dry answer for this. Competitors and coaches have a wide variety of opinions on carb and water manipulation going into a show.
One of the more popular methods that I do is at one week out you carb deplete for about 3 days, followed by a carb load for 3 days up til the show. Water I do in reverse. I water load at 6 days out for 3 days and at 3 days out I start cutting water a little more each day and cut water out Completely the night before the show
